Need help with a loud exhaust fan

Due to the closed liquid cooling system and the motherboard that I have...GA-P55A-UD4P, I can't lower the fan setting inside the bios. I go to PC health and it shows me the RPMs but no options to lower them. Also I have tried Speedfan, I can't seem to get that to work either. I have followed all instructions, but it does not lower my fan. I tried EasyTune because my MB manual suggested it and it crashed my PC, windows wouldn't even load. Luckily I was able to recover from that. So I'm stuck with this fan running at 100%...it's very loud, please help.

I have a fan controller and it is hooked up to my 5 other case fans...it doesn't have a connection like the exhaust fan.

Page 59 says Smart fan control needs to be enabled. You can set it up for a 3 or 4 pin fan. What is your fan type for the cooling?
