Need help with a Streaming PC Build

Looking for a streaming build around $600-800 with Peripherals (Monitor/Keyboard/mouse)

What I'm using this build for is strictly streaming FPS Console games at 720p 60 FPS using an external capture card. Currently using a terrible Laptop and Idk what a good streaming PC build would be for my needs. Any help would be much appreciated!

I have a friend that was wanting to get into it, not sure what external card you are using, but his required an i7, or equivalent. Xeon 1231v3 meets that.
