Need help with an Iracing gaming console build

hello all. new to the site, would appreciate any help. I am looking into getting a computer for IRacing. I have never done a build on ly own, but would like to for this application so i can change and upgrade as i need. I was hopng i could get some help understanding what i need to get this working.

Here are the minimum requirements:

now, with that said, id like to stay somewhat low buget, but be able to exceed the min requirements a bit so as not to be at the bottom of the barrel. please help. remember, I am a noob. thanks
