Question Need help with Boot loop with new build

Hey, I just recently built a PC but no matter what I try it stays on a boot loop. I've tested all dimm slots. I reset the CMOS. Including various other things.
Parts:
Intel Core i5 3470
16gb Patriot Viper DDR3 RAM 1866mhz
Acer Inc. H67H2-AD Motherboard
If u have any questions about the build just ask.

what cpu cooler?
make and model of the psu?
using the igpu only?

I was able to off the boot loop but no post. The pins weren't bent. It's an upHere CPU cooler. The PSU is a coolmax and it says the model is CT-450.
