i have choosen a x4 860k 3.70 and with the gpu i have 2 in mind . GTX 750 Ti 2GB, and
RADEON R7 360 . which one would you choose ? budget $150 for the card

In that case, Just pick the 750ti, yes the 950 performs better but if you want the best value for money between those 2, 750ti wins. You won't notice that much of a difference in real world performance.
Compare real world performance when you are bench marking. GPUboss charts are sometimes messed up. sometimes they just rate it higher based on the numbers.

I don't know where you live but if your budget is $150 usd for a gpu I feel like you can do a bit better than a 750 ti. I just purchased that card for $89.99 after rebate for a budget build I was completing yesterday.
Not that it's a bad card, just think you could get a 950/960 near that price point. Or a I know amd has a few cards that are middle ground between the two, don't have the time to research them right now.

Generally AMD cards tend to age better than nVidia ones, but with lower end cards this doesn't really matter. The 750 Ti uses less power, other than that they're pretty close. There have been numerous driver updates that increased performance on the R7 card. So... In the end it doesn't really matter which you go for. Look at benchmark for the games you want to play and go for that card.

this build is for a friend, its his first pc , and He is not going to play demanding games on it . I am going to get a 750ti and save some money on the psu too

The drawback of the R7 360 is that it uses 60W more power. From that perspective, the 750 Ti is the better choice. The 750 Ti is one of the most power efficient cards around. The performance difference is negligible between the two.
