That is a very good starting point, a few things you will need to add though are a graphics card and hard drives. I suggest a small capacity SSD such a 60GB drive for your operating system and a 1TB or higher drive for everything else. You will need a GPU, even if you're not a hardcore gamer, without a GPU you won't be able to play games, intergrated graphics just aren't that good yet. If you are really budget focused I suggest an AMD card such as the 29-280X or for even better price to performance, and R9-290. In terms of downgrading anything, I wouldn't go down that road, you have a pretty decent "sweetspot" performance rig by the looks of it. If you must save money, there isn't any real difference in terms of frames per second...

To be fair, it is a high end graphics card, but if you're looking for the best gaming experience you could be looking at up to $900. The "Next gen" consoles have 7750's and 7770's or cards that are just about the same in them. If you want better performance than the consoles look at something better than those cards, if you can, try to get the most powerful graphics card you can. When I bought my GPU it was $500 and the 290 is much more powerful than my card
