need help with computer build for specific game

the minimum specs for the game: 512MB RAM, 1 GHz CPU, 128MB 3D graphics card. I want to be able to run 10-12 clients of the game at the same time. aiming for less then $1,000 the lower the better of course... i also don't need anything fancy just performance

Sherbet although Runescape isn't hard to run, running 12 Runescapes is. Especially when it's being played through an unoffical client which is poorly optimized. Therefore more CPU resources and RAM is needed.

You can run Runescape on a Pentium and a super cheap GPU all day long. I have a rig purpose built for OSRS. Runs OSRS great. It's an AMD Sempron 2650 with 4GB of RAM and no GPU. Couldn't ask for anything more :) (Running Linux)
Can you post the name of the game? That would help more than just the minimum requirements.

Most likely you'll be aiming for a CPU with a lot of cores. Things like an AMD 8320 or a Xeon E5-2630 V3 (would be hard to budget that one though). Then you'll probably want a good bit of RAM - 16GB+. Doubt the GPU would matter unless you'll be displaying all the games on one screen at the same time. If only one is visible then the GPU can be a budget card.
 
Just because it's such a low requirement game, I'd say a super cheap high-core PC would be the best choice. If you wanted to, you can just make a gaming PC that also happens to be capable of doing this.

-Multi-purpose workstation (not much better than the build above for this purpose ^) http://pcpartpicker.com/p/9pgd23 but this build would be very upgradeable & overclockable. Just a different GPU and you'd have a beast of a gaming machine.
 
If you plan on botting runescape you are going to want a highly threaded CPU aswell as quite the bit of memory. Since you will be running this 24/7 (as I assume) a Xeon would be your best option but a Haswell-E CPU would do just as fine.

Different builds above. Both would work extremely well. 32GB isn't very necessary so I recommend the one with the 5820k.
