Need help with computer building

I am on a very tight budget of about 550 and need a computer that I can partake in my guild reliably. Since I am going to be getting one anyways, I figured I would go back to streaming again, and now I'm stuck. I don't mind not being able to run games on 1080p or 4k, but 60fps and decent graphics would be nice.

Games I plan to stream: Binding of Isaac, terraria, Broodwars (starcraft 1), possibly league and overwatch

Games I just want to play normally: Starcraft 2, Gwent, most roguelikes and retro games
