Need help with cooling

Is it harmful to tune up the air fans of my gpu as long as I don't tune up the what is it called if I don't overclock the clocks?

what I mena is I want to tune up the fans and cooling but I am not going to tune up the clocks I am not going to overclock my gpu... is this safe? or is it best that its as it is?

also

I have a NVidia card and NVidia does not have an inbuidt app for overclocling in the NVidia experience so can someone please recommend me a good app for overclocking NVidia cards but I am only going to tune up the fans and cooling if its safe.

But is it dangerous to change the fan speeds?
can it harm my hardware?
remember I am not going to overclock the clock speeds just the fans.
