Need help with CPU overclock

So I've never overclocked a CPU before, and I'm looking into it. I have an h55 board, but it might be a Chinese board so I'm not sure if it's even capable. There's a setting for CPU overclock, which is set to 389(my processor runs at 2.4ghz) and if I try to change it, it just instantly goes back to 389 right after I hit enter. My processor is a Xeon x3430.
