need help with fan speed

i had a cheap fan in my case that went out recently so i bought two new 3 pin fans one to replace the faulty one and one to replace the one beside it. after trying to change the settings in the bios i can't seem get them to go above 500 rpms.

under hardware monitor i have the ability to change the fan 1 and 2 between 50% and 100% but it doesn't effect the rpms at all.
i have another one of these fans hooked up as a cpu fan and its at about 1500 rpms when i'm looking inside the bios.

i was reading a moment ago that because its not 4 pin you can't change the fan speed that way. i'm trying to figure out if there is anyway to change the fan speed through some other means.
 
Solution
If you put a 3 pin fan on a 4 pin connector and you can't control it means your MB can only PWM so your choice would be to get a couple of 4 pin fans or a fan controller that regulates voltage to 3 pin fans.

Edit: or you could power them from 3 pin posts on the MB if it has any, even if it doesn't allow speed control they should run at full speed.

i don't have any 3 pin connectors and i might try looking for a fan controller that can regulate voltage instead of buying different fans.
