Need help with first build for gaming and livestreaming

I want to be able to play games (mostly fps games) on high setting or higher without it dropping below 60 fps. Also would like to be able to livestream me playing on pc and console gaming. Last thing is being able to use dual monitors. My budget is $1500 but if its more then i could go up to $2000 max.
