Need Help With Game Elements GGE909 Controller

Hey, I own a GE GGE909 Recoil PC controller, and when I plug it in, it installs all of the drivers however moving the joysticks I cannot move the mouse or do much at all except turn on/off "mouse" in which a blue light turns on/off. There is also "Analog" where a red light goes on/off. Please help, I do not have the original CD that came with the controller and I would like to be able to set it up to use on GTA games and such.
