need help with getting my ram to run at its advertised speed

im kind of new to pc building but i feel like i have pretty good understanding of most things. i went to set my ram at 3200mhz and 3.5v and when i went to boot, it booted fine but then it turned off and would only boot to a black screen. i did some research and reset my cmos which got it to boot. but my ram is supposed to run at 3400mhz but right now its max is 2176mhz. someone please help i would like to get my pc running at it full capacity.
 


for my cpu i have a ryzen 1800x and my motherboard is the asus strix b350-f.
 


ive been able to get it to boot at 3131mhz but after a few minutes gave me a blue screen and restarted my pc, and anything above that it only boots into recovery mode. i have set the voltage to 1.35 in the bios but in the CAM software it say that its at 1.2v. could these problems be coming from insufficient voltage?
