Need Help with Graphic Card and CPU

So first of all hello everyone

I have a big Probleme with my Graphic Card and my CPU , i have a GTX 1050TI and a I7 2600 non K edition and the Probleme is that in many games i have only 20 - 30 FPS and thats not great e.g Mafia 3 in this game i only reach 15 Fps sometimes 25 Fps or in other 2017-2018 PC Games even Batman Arkham Knight only 25 Fps ?! but in other Videos where the people test this Graphic Card they reach over 50 Fps with a I3 8100 so what is the Problem ? Is it the CPU or what ?
i dont know maybe you can help me.

Here are my specs :

Graphic Card: GTX 1050TI Gigabyte 4GB (overclocked from Gigabyte)
CPU : I7 2600 non K edition
Ram: 16 GB DDR3
Mainboard: Asus P8P67

What resolution?
25fps is about right for GTX 1050 ti @1080p.

I had played on 1920 x 1080 but i play on very low so what is the problem my cpu?
