19.7.2 seems to be the latest drivers that come up from a search on AMD's site. Which version of Furmark are you using?

Mind sharing your specs with us like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:

Are you on the latest BIOS update for your motherboard?

You are using a very POOR quality GENERIC PSU. Replace this unit asap. It might even damage other PC components, including your GPU. Maybe the culprit is the PSU in your case, who knows.

PSU is the last component you might want to cheap out on, or skimp.

Try to get some other high quality PSU, IF possible. Power supplies are an imperative part of your system that should not be taken lightly. Throwing in a budget PSU could result in poor power efficiency or even a wrecked system. Don't SKIMP on the PSU,, since this is the MOST important component.

ok so i did some diggind and found out that my gpu bios has 4 modes wich is weird there should be 3 boot, performance and uvd
https://ibb.co/HhC76Z4

so it always uses third mode which is really weak one 300mhz core and 150mhz memory
can you help me??????

Try reseating the card and reseating the power connectors. It is a 130 watt card so it is possible that your power supply is struggling to supply enough power through the additional power connector. Are you using adapters? I am not able to see your pics from work , I will look when I get home this evening. WOW one site said it consumed 294 watts under a load.

What is the brand model of your HD 7850 and how were you looking at the bios settings? Oh I see now you were using VEB7 Video bios editor, did you make a backup of your original bios?

and one more thing when i boot my pc and go to furmark instantly and stress it it shows normal mhz for clock and mem for a second and has no lag but after 3-4 seconds it goes to 450 core and 1250 mem which still is not that bad but after about 30 seconds it goes to 150 core and 250 mem and also it shows wrong temperatures sometimes
