Need help with i7 4790k please

Guys here is a short story of mine along with my specs:
- PSU: Gembird ccc-psu7x 550w
- MB: H81-M S1
- GPU: GTX 750 2GB
- HDD: 5.4k RPM 1 TB SATA
- RAM: 8GB DDR3 1600Mhz
- CPU(Previous): i3 4150
- CPU(Current): i7 4790k

The thing is that i used to run this pc with i3 4150, and i had odered a i7 4790k from Aliexpress (seemed kinda cheap, but risky). My knowledge for Volts and Watts and Motherboards is kind of poor, so i would please ask for some help! I brought the PC to the service guy, he plugged it in, he applied thermal paste( all over the lid tho, which i didn't think is correct, according to videos i have watched), and he put the stock cooler from the i3 4150 on this processor, until my new cooler arrived, the Cooler Master 212X. We did a small stress test with the CPU-Z program, the max temp was 61 degrees, the idle temp was around 30-40, so he said it should be just fine until the cooler arrives, although i have noticed that the core speed was a little weird, like Core 1:4.4 Ghz| Core 2:4.4 Ghz| Core 3: 3.7 Ghz | Core 4: 4 Ghz|.
I brought the pc home, and though I'd test it out myself, downloaded Prime 95, i did the "small FFTS" test, and the temperature instantly had risen to around 100 degrees, although all of the cores were kind of working on 3691 MHZ speed. I have also noticed that the power consumption isn't bigger than 60 Watts when getting stressed, and around 25 Watts when being idle. I turned off the stress test immediately and thought I'd wait for a proper cooler before doing one.
Another thing i want to mention is that all of the four cores have minimal speed of 798 Mhz, and they occasionally rise to 4390 Mhz. (I'll provide pictures below)
Lastly I had downloaded the Intel Processor Diagnostic Tool for i7 4790k, and everything was good.
My question is: Is something wrong with the CPU itself? Why would i get that low of a speed on all cores while starting a stress test? Maybe the PSU is too weak (Says output power 200W, and total output 550w on the PSU itself)? Or the motherboard doesn't allow it to work on full speed? Or maybe the GTX 750 is way too weak for it?
I would also want to add that I haven't upgraded the BIOS version since I had bought the MB, if that plays any role? And haven't changed anything in the BIOS.
I really apologize for the long post, really need help, I have 7 days to ship it back if something is wrong.

CPU has power saving features such as Speedstep - Intel's Enhanced Intel SpeedStep Technology (EIST). They allow the CPU to run at a slower speed to save power when maximum power is not needed.

H81 is low-end no-frills Chipset that will not have any overclocking features.

GTX 750 2GB is a low-end weak video card. See benchmark score in this link:

Your motherboard was available in several revisions, rev. 1.0, rev. 2.2, rev. 2.1, rev. 2.0. I suggest checking the CPU Support List for the BIOS version requirements for the motherboard model you have. The revision number is printed on the corner of the motherboard.

My version is REV 2.1, I'll provide a picture below, it says that I have to have FE or FH for the 4790k, I have FE, I have it here https://imgur.com/a/FNj0HMJ.
Yes I know I can't overclock with the MB, but i want the processor to run at full speed as it is.
