Need help with laptop

I need help with my hp laptop. Firstly, whenever I turn on my laptop, it will show auto repair (looping). I cannot factory reset nor refresh. I don't have any disk and have no restore points. Using the command
"cd %winder%\system32\config" in cmd will show that the path is not specific. Can't start in safe mode as well because it will show auto repair again whenever I turn on my laptop. I really research on whatever I could. Can someone please help me. The computer is important to me but not the files.

See if you can borrow an OS disk from somebody, boot into it and do a system repair

Most laptops have a section of the Hard drive partioned off and a recovery area to take the rig back to original settings, should have instructions in your manual or on the rigs website

U mean factory reset? I can't factory reset my laptop

I hope you've tested:
1-try to turn on without the battery
2-Load for 30 seconds on the power button
3-when you hear whistles? The leds light up how many times? Go to the Hp website to decode the possible anomaly.

When you turn on the laptop you hear whistles?
When you turn on the laptop the leds blink as many times?
If you go to the hp website the number of times that Flash corresponds to a breakdown code.
