Question Need help with memory speed!

Hey all, I currently have two mismatched DDR4 sticks in, coming to a total of 16gb

1 of the sticks is Corsair vengence which should be at 3000Mhz(see picture)
And the other is some off brand called "hypertec", the speed of which I don't know(see picture)

The problem is when I have them both in, the speed is pulled down to 1066Mhz
Is that the speed of the other hypertec stick? Or is it automatically going to that speed because both sticks are a different speed anyway?

My main question is, is it worth me just dropping to 8Gb of RAM at 3000Mhz OR stay with the 16GB at 1066Mhz?

I think it was only running at 1066, although I'll double check it in a few

I'm using the system for gaming, streaming and light video editing

Forgot to include system spec, here it is:

Motherboard: asrock z170 extreme4
CPU: Intel i5 6500 @ 3.2Ghz
GPU : ASUS ROG Strix 1060 6gb
RAM: (normal config)
2x 8gb sticks, 1 corsair vengeance, 1 "hypertec"
Storage:
m.2 nvme ssd 230gb
4tb wd
1tb wd
OS: Windows 10 pro 64 bit
