Just from a quick glance, why use an SSD and not an nvme m2 for your boot drive?
I would change the Samsung 860 evo for a 970 nvme m2
otherwise looks good, although the 1070 maybe able to change for the 2060.
I know budget may go over with these though.... although the M2 I wouldn't ignore.

Also you can always go AMD route and get better bang for money and more future proof.
