I own a Dell monitor (link below)

but I am bearing earthing problems and I don't have any idea what to do. I have tried taping the power plug with tape (only the fatty socket) and the rest two were naked I tried it with both power chord and the monitor chord. I have tried using an extension, I read it somewhere but its not working.
My monitor runs at 60hz and I have got no idea how to get rid of these lines running on the front.
Please help guys.
Is there something like if I update the refresh rate from 60 to 75/85 hz the problem gets solved? my monitor doesn't support that, just curious to know this thing also.
Also, don't forget to help me on the issue above.
