Question Need help with my ethernet speed 2gbps only works on linux

Hello, so I upgraded my internet at home to 2gbps, and in windows the download speed didn't change (I was getting still about 1gbps) only upload speed was better (1.9gbps). I tried on linux to check the speed so I installed Ubuntu and tried speed test and I was getting 2.2gbps both download and upload. Can someone help what settings should I check because I don't want to reinstall windows.
I tried other NIC but was having same issue.
P.S: My computer 100% supports 2.5gbps ethernet.https://www.speedtest.net/result/15766779333 Tried: reset network settings, install ethernet drivers, duplex speed. I’m using windows 11

my guess is driver issue or you have install some utility/tool that control network speed

mb: b450m pro4
NIC: axagon 2.5gigabit ethernet pci-express card (RTL8125B)
cpu: r5 2600
gpu: gtx1060 6gb
i don't think I have any tools or other programs that controls my internet connection
also I tried fully reinstall drivers but no luck

It was program just don't know which one, I even checked services if something was running but nothing, the deletion from control panel solved the issue, that was quick thanks.

Idk, because i had couple of cisco apps and other idk which one was blocking my speed so I just uninstalled all app where it seems to modify my internet, also vpn, but since it wasn't fully turned on I thought it wouldn't have any effect on internet speeds, but I was wrong 😀
