First off, the extra thermal compound is unnecessary. And there's no reason you should pair a 5600X with a Hyper 212 Evo, you might as well use the stock cooler. This is what I would suggest without altering the cost too much:

PCPartPicker Part List

CPU: AMD Ryzen 5 5600X 3.7 GHz 6-Core Processor ($289.00 @ Newegg)
CPU Cooler: Noctua NH-U12S 55 CFM CPU Cooler ($68.95 @ Newegg)
Motherboard: Gigabyte B550 GAMING X ATX AM4 Motherboard ($122.67 @ Amazon)
Memory: G.Skill Ripjaws V 16 GB (2 x 8 GB) DDR4-3600 CL18 Memory ($54.99 @ Newegg)
Storage: Intel 660p Series 1.02 TB M.2-2280 NVME Solid State Drive ($74.98 @ Amazon)
Video Card: Zotac GeForce RTX 3060 12 GB GAMING Twin Edge OC Video Card ($956.00 @ Amazon)
Power Supply: Corsair RM (2019) 750 W 80+ Gold Certified Fully Modular ATX Power Supply ($99.99 @ Newegg)
Total: $1666.58
Prices include shipping, taxes, and discounts when available
