The link you sent wasn't for ram, that's a GPU. If you can tell what you have left for budget that would be better because I could recommend different ram or psus.

around 100 for 16 gb ddr4 around 3000 MHz ram and 50 dollars for a psu
I don't care if its 4-5 bucks more or less

You can get better ram for around that price. Logain's example looks good. No reason to get too picky or crazy with ram. Just look for cas 15-16 3000-3200 is likely what you want and tend to be best value.

can I buy this for the psu instead and will the ram support my ryzen processor or which one is better and for future upgrades

I would not buy that PSU. I am pretty sure that is HEC built, and not a quality unit. The ram will support your Ryzen CPU. Up until my current build, I used nothing but G-skill. I just couldn't turn down the deal, that I got at the time, for my Corsair LPX.
