[SOLVED] Need Help with new 7950x Build

With default BIOS settings, I'm only getting a core clock of 2.7ghz

If I turn on AI Overclock in the bios it will clock it to 5.4 Ghz, but it will thermal throttle and the CPU utilization will go from 100% to 10% to 100% to 10% during benchmarks.
If I set the power settings in windows settings to 99% w/Ai Overclock enabled, it will run at 4.8Ghz at about 50°C. Why can't I get it to run at 5.2 Ghz stock?
If I manually set an Overclock in BIOS without AiOverclock, it will revert to 2.7Ghz Clock

Hey there,

What bios are you running? When did you last update it. Given it's an entirely new platform, the bios might remedy the issue quickly.

You may need to update it. Make sure to clear CMOS afterwards, to ensure any remnants of old microcode are cleared.

I just built this PC last night so I've just updated to the latest bios and cleared the CMOS multiple times.
 
In case anyone stumbles upon this in the future, setting the ram frequency 200mhz below the ram max frequency did the trick
Interesting conclusion. Glad you got it figured out.

This solution is definitely gonna be on a case-by-case basis. I just built out a new 7950X build and am running the RAM at it's full XMP profile speed (actually a bit faster since I manually lowered the CAS latency).
