Need help with new build. Cant get power up reliably.

OK so I ordered a new case with a 480w power supply that I suspect doesn't deliver 480w (max) it said something about average on the unit being 330 or some bs. Anyway when I got the case the PSU (its on bottom) had broke threw some of the bottom casing that held the bottom two screws. I fixed this with some washers but not a good sign.

I initially had issues getting the jumpers in the right spot but I finally got them correctly and got the PC to power up and it gave me three loud beeps and no video from my card. I then moved memory around to determine if one of the modules was bad. Well then it wouldn't start again. So I resat the jumpers and it started three loud beeps. Played with it again and it wouldn't start. Disconnected DVD and even video card trying to stop the load on the PSU and still nothing.

I have plugged in my wireless keyboard receiver and noticed it does get power from the motherboard. I'm also concerned about the CPU. This was my first CPU install and I have the AMD fx6300 when I installed I seated it but forgot to initially use the lever to seal it to motherboard but had secured the faster for the heatsink and fan. It was never powered on like this though and nothing looks bent. I reseated everything properly before trying to ever power up.

I'm trying to find a process of elimination that would help me locate my issue or issues. The motherboard is a asrock 990fx extreme 3. Any help would be greatly appreciated!
 
I have a ati 7750 that runs on the motherboard power only. It has no external power. I also just installed a new 450w antec power supply. I'm getting the same thing. Three beeps when it powers on but it usually won't. Any chance its the power button itself and the memory causing the beeps?

The jumpers were the pwrf sw, reset sw and the hdled.
 


Going toRMA the ram back to newegg, and I see I probably need to update the bios but a bios update or lack their of wouldn't stop it from power on at all right? At this point I'm trying to determine what all I need to send back lol. Except at this point it's more like COL!

 
Just wanted to provide a update. I took the board out of the PC case to hot jump it and noticed I had one extra copper motherboard holder that I shouldn't have installed. I still hot jumped the system several times out of the case without any issue besides the three beeps. I reinstalled the board minus the extra holder and have started it up many times with out issue now except for the three beeps. The ram is now set to be RMA back to NEWEGG. I have no DDR3 laying around to test any further.
