I have a budget of about 250-300$ to upgrade an old PC. Here are the specs: http://pcpartpicker.com/list/zXtDjc. I was looking at upgrading the CPU and adding a dedicated GPU to power the following monitors:
-1920x1200 DVI/Display Port
-1920x1080 HDMI/VGA
-4k TV 60hz HDMI
What do you guys reccomend? I'd be buying from the US from amazon. My OS of choice is Linux, so NVIDIA GPU only. Also, I need to get all the stuff by Tuesday since my dad can bring it from the US then.

You won't be finding any "VR ready" CPUs that'll be compatible with your motherboard. Seeing as you have an AM3+ motherboard you could do a FX CPU. For $100 the FX-6300 isn't a bad option, but it's still not great. The stock cooler will work fine as long as you don't do any overclocking. You'll definitely either want some case fans or leave the door open so you can have airflow in the case, especially in the hotter parts of the year. The GTX 1060 isn't a super hot card and the FX-6300 won't be terribly hot, but I would worry a bit about heat on some of the higher TDP CPUs like the FX-8350.
You're not going to be able to both upgrade the CPU and get a new GPU with that budget and get something that can do what you want.

Your processor will be a bottleneck, but you can get a GTX 1060 and stay in budget. The problem is, most have only one HDMI and the rest of the ports are Display Port and DVI. Asus seems to be the only manufacturer to do two HDMI, but the Strix card is very expensive. However, the Dual card will be within budget https://www.amazon.com/dp/B01JHQT1SE/?tag=pcpapi-20

I hadn't considered it before, but a 1060 doesn't seem like such a bad idea. Also, I have a DP to HDMI adapter so I think that port wise I should be fine. If I'm getting a 1060 I might as well make it VR ready and boost the budget a little. What CPU that would be compatible with my motherboard do you recommend if my budget is 100-150$? Also, how worried should I be about thermals? Currently, my PC has no fans except for the PSU and the CPU is passively cooled. I don't mind leaving the case door open, but I am living in India currently, so I'm a bit worried about temps. The fan slots are really small to so I don't want to add any of those. For the CPU, should I consider an aftermarket cooler? I'd rather avoid doing so if I can though.
