Need help with PSU/HDD buzzing/drilling noises

Okay, so lately i have this problem with my pc, it starts buzzing all of a sudden, i recorded a little with my phone but i need to enter it and move it, lot of stuff. So, the thing is when i start the pc the buzzing starts and never goes away unless i kick, move or punch the case. Took off the Power Supply and cleaned it and put it back, the sound remains, now i think it's from my HDD and i want to buy a PSU and a HDD. Also, i have a GT 730 2gb DDR3 128 bit graphics card that needs a 300W PSU to run it but my current PSU has only 230, could that be the issue?

If you can make the sound go away when you hold something, like the case panel, then this means it's a vibration caused noise. So eliminate the vibration and you'll eliminate the noise. It could be something isn't seated properly, or isn't screwed down properly, or just doesn't fit right. You'll need to search for the cause.

If holding things or moving things does not affect the sound, then it's likely fan noise. This could be due to a fan that is dying, or a cheap fan, or a fan working hard because the component is getting hot.

If your 230W power supply is working very hard, it will get hot, then its fan will work hard to cool it. That could be a source of fan noise. A higher quality power supply will have a better, quieter fan. If...
