Need help with turning on and off

So this is my first time building a pc. I felt like I followed the correct steps but when I turn it on everything lights up and the fans are on and after 10 seconds or so it turns off then repeats. I took out the motherboard,cpu, and power supply. When I connected just those things it did the same thing I don't understand what the problem is. I have a newly purchased motherboard and cpu. The power supply hasn't been used before. Please someone help me.

left only one RAM in there and turn off when you load windows turn off and put other RAM sticks
