Here are the specs of my pc when i play Gta 4 it gives me 14fps on lowest setting and plays blk ops2 on 30fps i dont get whats bottlenecking my system?

There's no bottleneck in that sense I don't think. A combination of your entire system being outdated and weak as well as both of those games being poorly optimized console ports is the cause of your problem as far as I can tell.

Yeah, thats some pretty low spec's. That core wont be bottlenecking that gpu.. more like the system is too weak for the game.
