Need help with upgrading a desktop

Okay I want to upgrade my pc so i can play games like bf3 bf4 on med-high settings. I have a dell inspiron 530 pc with intel core quad q8200 2.33 ghz cpu and 6gb ram and ati radeon hd 4600 . I want to buy either a new cpu or graphics card. I want to know what my computer will use. I don't want to spend more than $100 for each item. Also I think i have a 350W dc output and input 100-127V~/10a power supply. so I need help deciding what to buy a cpu or graphics card.

At this point, you're looking at building a whole new PC.
Any new CPU that fits that motherboard will not be a significant improvement.
Any GPU will be held back with that CPU, and will need a new PSU.

There comes a point where you can't change just one part and make it significantly 'better'.
You've crossed that point.
 
Okay then, if I should upgrade everything what kind of power supply do you recommand what kind of cpu and gpu , also if I upgrade power supply do i need a new motherboard? is it easy to upgrade power supply.

That's a very old computer using an LGA 775 socket type. I believe the best chip that you could possibly fit in it (I'm not saying for sure your computer could handle it) is the Intel Core 2 Extreme QX9775. Have to source it used from ebay though.

Personally at that age you should switch to a new motherboard and a modern either Haswell or Skylake gen CPU. You'll get a massive performance increase from that.

That power supply sounds pretty weak too. I think the best (and this is a big if) would use on it is on the nvidia side of things the the 950. But due to the age of your system I'd suggest lower than that due to power draw concerns.

Quite frankly your whole system is very old and I'd really recommended just saving money up and upgrade the whole thing. Look into refurb systems using previous generation stuff, you can get some major savings and still get a tremendous boost from your old rig that way. If you're in the US look at Woot.com
