Need help with upgrading my PC for Fallout 4

I'm not really an expert when it comes to building a PC, deciding what's the best option so I need the community's help. I had finally saved some money for an upgrade but I don't know whether I should upgrade my CPU or graphics card. Here are my specs:

CPU: Intel Core i5 4590 @ 3.30GHz
RAM: 8GB
Motherboard: ASUSTeK COMPUTER INC. Z97-P (SOCKET 1150)
Graphics: AMD Radeon R9 280X 3GB

I was thinking of buying NVidia GTX1060 6GB, but I don't know if it's gonna work together with the other components without bottleneck or something.

I don't think there will much difference between R9 280X and the GTX 1060.
You will start seen a difference in performance when you go with the GTX 1070 ti / GTX 1080 .
A Core i5 4590 is still capable of gaming on current titles and it does well with GTX 1070 ti / GTX 1080.
If you have a budget constrain at least consider the GTX 1070.
You could upgrade the CPU to i7-4790 (to take advantage of the GTX 1070 ti / GTX 1080 ) but that will be the top of the line for that platform and it will cost as much as newer CPUs (unless you could grab a used one).

I would upgrade the GPU and wait until I could build a more modern platform and re-use the GPU.
