I am looking to upgrade the video card to 1GB and memory of my computer I currently have:
MB: GIGABYTE GA-EX58-UD3R LGA 1366 Intel X58 ATX Intel Motherboard http://www.gigabyte.us/products/product-page.aspx?pid=3103#sp
Video Card: SAPPHIRE 100245HDMI Radeon HD 4850 512MB 256-bit GDDR3 PCI Express 2.0 x16 HDCP Ready CrossFireX Support Video Card http://www.newegg.com/Product/Product.aspx?Item=N82E16814102824
RAM: 3GB (1GBx3 PC3-8500 DDR3 SDRAM)
Monitor: LG 20 inch http://www.lg.com/us/computer-products/monitors/LG-lcd-monitor-W2053TQ-PF.jsp
Processor: Intel Core i7 920 2.67 GHz
OS: Windows Vista 32 bit
My Questions: Can I run PC3 1600 RAM on this machine? I have a GDDR3 card, Can GDDR3 and GDDR5 video cards be used interchangeably?
Any recommendations will help.

yes that system supports ddr3 1600. you need to set the speed manually in the bios.
the ram on the card doesnt matter for compatibility only the gpu on it matters.
but since you will have a hard time finding a 4850 to match your current card, and since its so old i recommend just getting a current generation card. give your price range and 100 people will surely give their biased ideas of the best card for the money.

I have went into the BIOS in the MIT settings to see if supported 1600, but all I see is 1066 and no option to change it , its greyed out. Not 100% sure that is where you change that. I am willing to spend up to $200.
