Need Help With Windows 8.1 Reboot Loop

Hello everyone!
I decided to do a video for my YouTube channel and just for kicks, on my old gaming rig. This machine has a Core 2 Quad, 6GB of RAM, and an XFX motherboard. (don't know the model)
I pulled the machine out, and booted it up. It seemed to work fine, and I inserted my Windows 8.1 install DVD. The computer booted fine from it, and it showed the logo for a few minutes. Then the computer rebooted. And again, and kept this up. I don't have any idea what was going on. I tried Googling the problem and found another forum with an ASUS ROG motherboard with the same problem, that suggested you unplug all other peripherals and components (e.g., usb cards, wifi cards, extra HDDS/SSDs, etc.) I did this, and the same issue. I really would appreciate fast help to this problem, and I will watch my inbox and reply as soon as I can.

so it booted to your old OS fine, but once you try to upgrade to windows 8.1 it got rebooted again and again?
- try to upgrade/install from USB.
- check your hard drive.
- check your PSU. (i recently faced almost same problem, try installing from USB but got rebooted/turned off. turns out the 8yrs old VX550 was the culprit!)

I just replaced the PSU, I will try the USB. Any software that works for DVD-USB? I have 3 HDDS, I will try another. (when installing I unplugged all but one)

create image/iso from your DVD using this and then use this to create bootable USB from the image/iso you just created

No, it had no old OS. Well, it once had a quirky version of Windows 7 32 bit, (I know, should be 64...) but that had errors and wouldn't ever boot.

you need to check your HDD then, try hireen boot cd or anything similar..

I booted from a USB. The same error. Then, I plugged the hard drive into my computer via a USB/Sata adaptor. The computer instantly recognized the old Win7 partition. I reformatted it with NTFS, and put it back into the machine. The same error is still happening tho. I am entering the bios now tho, to see if there is anything that may be incorrect.

UPDATE:
I entered the startup mode menu, where it gives you the option for safe mode. I chose safe mode, and it didn't work. I choose, "Disable Restart on Error" and I got the following message.

Your PC needs to restart.
Please hold down the power button.

that BSOD was resolved by updating drivers here, why dont you give it a try, update your drivers and see how it goes.
and while you at it, you might want to check your RAM with this.

How would I do this? I can't boot into windows or anything. There is nothing on the HDD.
I will try memtesting the ram, though.

THANK YOU SO MUCH!!! My computer is working now!! It turns out that one of the four ram sticks was causing the problem... same with ubuntu installer. Thank you so so so so SO much for your help!
