But my real questions are:
1. Can a 400W PSU run all of my selected hardware under SAFE conditions?
2. Can I overclock with only a 400W PSU? If so how far do you think I can overclock my GPU and CPU and still retain safe conditions?
 
Your PSU should be fine, and yes you can OC, probably as far as the CPU and GPU will allow. The Corsair 400cx is a high quality PSU and with 30A on the 12v rail I think you are pretty safe.
