Counter-strike up to version 1.5 which is what you probably have on a
CD used a CD Key authentication system known as WON (World Opponent
Network) since version 1.6 (the current version and only one that
works on-line) the makers of CS, valve, switched over to their new
authentication and software delivery system known as steam and the WON
servers have been discontinued.
Steam is responsible for authentication and software patching and must
be used if you want to play counter-strike or any other Half-Life MOD
on-line
The game you have on CD is pretty much all out of date and even if you
manage to install it you won't be able to play on-line you need to go
to www.steampowered.com and follow the get steam now link to download
the steam installer with full CS cache (it's pretty big) and then sign
up for a steam account with your CD Key from your disk (it's free)
The minimum specs have been updated along with the whole game and you
should check the website to make sure your old Dell will run it
