Whaaaat but i heard gtx 1060 is $240 about 218 euros why is it so expensive there ?

because it's new and shinny
the actual European price is around 270-280 eouro.
The official US MSRP (which is 250$ BTW) does not include taxes. They pay it depending on the state.
I believe in your country VAT is around 20%, so expect it to be at least that much more expensive than 220 euro.

Try contacting Scan.co.uk, I have used them a lot before and they are usually happy to ship to countries in Europe from the UK and have models of the 1060 cheaper

That i can not answer. If you look hard enough, you might be able to find it even now for 260-280euro.
If not, my guess is within month or two when availability improves.
