Need major help! i5-4690k and GTX 1070 bottlenecking?

I've recently upgraded my GTX 770 to a GTX 1070 and I need some help deciding what to do.

My CPU usage is usually 80-100% and the temp ranges from 46-84C.

When comparing my friends with the same graphics card, I get about half the FPS they get (H1Z1: King of the Kill). The only explanation I can come up with is that my i5 is bottlenecking the GPU. The only temp solution I have is to set all my game settings to max so it reduces the CPU load. I've ordered some fans for the CPU and the case to cool down my setup but I still don't know what I can do to decrease my CPU usage on most games and increase overall FPS.

TL;DR:
CPU Usage is (usually) at 100% and I have half the FPS comparing to similar setups. Not sure what to do...

MSI GTX 1070 Armor OC edition 8GB
Intel i5-4690k
MSI Gaming Z97 GAMING 5
16GB Ram

You do realize 100% usage isn't a bad thing. Some part is always running at 100% or whatever task would run faster. Just happens to be your CPU in that case. If you speed your country up enough it'd just switch to your gpu running 100%

I bought a CRYORIG H7 last night and a few case fans so I'm gonna try OC the processor.
I'm hoping this will reduce my usage...

You do realize 100% usage isn't a bad thing. Some part is always running at 100% or whatever task would run faster. Just happens to be your CPU in that case. If you speed your country up enough it'd just switch to your gpu running 100%
