i have a laptop with windows 10
it was with 4gb single ram ddr-2666.....
the system was hold keeping 0.5Gb for Hardware Reserve ...so i have only 3.5GB Usable...
until now its fine...
so i said ill add more ram to this device ...
the problem is i added 8 Gb to be 12 GB ram total as dual .....(4+8) DDR4-2666
but i found after installation the system reserved 2.5GB ....and 9.5GB only usable...

the Q is why .....anyone can explain me whats going on here !!

Welcome to the forums my friend!

Firstly, you have mixed RAM modules. RAM is only guaranteed in the form sold (from the same packs) and this is regardless as to whether they are the exact same make / model / timings. The manufacturing process for RAM modules change frequently, so it's very common for even RAM of the exact same model, but from 2 different packs, conflict with one another.

Mixed RAM is a very common reason for excess hardware reserved memory.

Also, you'll want to ensure that your BIOS is up to date as well as any drivers and operating system updates. This includes your motherboard/chipset drivers, these being out of date can also cause problems.

Are you enabling any XMP or overclock at all?

not at all....and yes it mix ram but same speed and volt
I will quote my previous point again my friend:

They are mixed, and this commonly causes this kind of problem. Not saying it is exactly, but it's a common cause.
Do you have latest BIOS and MB/chipset drivers?
