Need new CPU

I just recently bought an r9 390 to put in my system. My current CPU, the FX-6300, seems to be bottlenecking my card significantly, as I'm getting much lower framerates than reviews do (even though, when I searched all over before buying, I was told that a slight OC would stop bottlenecking. I OC my CPU to 4.9ghz, didn't really help). I would like to upgrade to a new CPU, but would prefer to not break the bank.
Is it worth it to upgrade to an FX-8350?
Can someone give me a suggestion for a CPU+MB combo (less than $200 would be amazing, less than $250 would be ok)? I'm not against buying used, I just don't want this card to go to waste.

But would it fix the bottleneck if I just got an FX-8350 or 8320? That would save me a lot of money.

For most games, no. The 8350 is basically an 8 core version of the 6300 and since you've already put the 6300 to 4.9GHz, you have maximized the single thread performance of either cpu. Most current games use 1-4 threads so having 6 or 8 doesn't make much difference. There are some games like BF4 that make good use of 8 threads or more, and this'll be the growing trend especially in AAA games as they rise in complexity and things like compressed audio over uncompressed fighting for room on a single layer BD.

But right now, amd just can't compete with Intel single thread performance. So much so that a i5 4460 can utilize the power of a gtx980ti and not bottleneck, whereas an 8350 on single thread games will, only excelling at multi thread games.

So, where do your interests lie? If you are a skyrim/Fallout junkie, Intel will be better, if you are a BF, battlefront, Witcher 3 gamer, the 8350 would be the better option.

I play a LOT of BF4. That's also where I notice the bottleneck (in other games too, but I've only tested BF4). My BF4 frame rate goes from 30 to 130 and it really screws with me

Then the 8320 /8350 would do fine. Same cpu actually, just different clocks. Since OC doesn't seem to be an issue, @4.6 is usually a good working number. The 6300 can usually OC higher, but that's because it's starting at 95w not 125w and only has to deal with 3 modules, not 4.

With my FX-6300, I'm getting fps drops into the 40s and low 30s. Will an 8350 fix that?

The 8350 OC is second only to the i7 4770k/4790k in bf4 (not counting the 2011 cps). In bf4, an OC 8350 beats the i5 4670k/4690k. Bf4 is the pioneer in multiple core usage, so where most other games rely on single thread performance for high fps, that engine relies on core usage. The only reason an i5 comes close, and an i7 tops the 8350 is because of Intels better thread performance. But 8 threads at 2/3rd performance beats 4 threads at 100%.

With an OC 8350 in bf4, its not a matter of the cpu keeping up with the gpu, its whether the gpu can keep up with the cpu.

Thanks for your help. It seems that my card is just broken (I'm getting lower FPS than my 280X). I'll send it in for an RMA. If I notice significant bottleneck with my new card, I'll take your advice.
