Need new thermal paste?

So i have an i7-4790k (no overclock). Cooler: Noctua NH-U9B SE2.
At idle, i run the fans at 5V = SILENT. Temps: 25-30 C (fine)
Games, i run at 7V. Temps: 60-65 C

But today i tried the Intelliburn at MAX at all cores and full ram usage. Even at 12V i could not keep the CPU under 80 C ????? I noticed (after about 5 min. testing and constant temp of 80 C) that my heatsink never gets real hot.. it's a LITTLE bit warm, and i tested it with a thermo to be about 30-35 C.. If my CPU is HOT and heatsink is NOT hot... Do i need new thermal paste?

I did not apply new thermal paste when i installed this cooler - i scraped off the paste of an unused STOCK cooler with a credit card, and applied it onto my CPU.. I am wondering because my temps are fine at idle and even high-end gaming, but not with this burn-test..

Solution
How are you measuring temps?

Try the Intel Processor Diagnostic Tool instead. If it's under 70C then you're OK. Use the motherboard utilities disk software to measure temps.

I just ran the intel test - The temperature PEAKED at 69 C.. And that was at 5V fan speed.... So VERY good. But why does my CPU overheat that much when i test with the inteliBurn test???? Both test are using 100% CPU

But based on my results so far - is my CPU safe for real world usage? Like gaming and video rendering + heavy multitasking
