-Just do a 4 x 16GB kit. A mix of 2 x 16 like that isn't guaranteed to work.
-Ryzen 5000 is out now. IF you can get a hold of one that isn't price gouged.

The rest looks fine.
Well, it's pretty hard to offer an opinion when your listing is pretty ambiguous.

There are several "Ryzen 9" models. MANY 360mm AIO coolers. Dozens of "1000w Gold" power supplies. Hundreds of CL16 3600mhz memory kits.

Knowing the specifics of each component choice is what helps to determine if that choice is any good or not, and is exactly what you haven't offered, so it's literally impossible to say whether any of it is recommended or not. And you can probably add RTX 3090 to that as well, since there are always good and not so good choices when it comes to just about every kind of graphics card series.

About all I could comment on is gaming. If this build is for more than that, then someone else needs to chime in.
Here goes...
IMO:
-Cpu is a bit much for just gaming.
-Overkill cpu cooler. A 3900X isn't that power hungry under full load; even a 9700K can be pushed to draw more power than it.
-. Pricey motherboard.
-64GBs of ram. No way this is for a gaming rig, right?
=500GB SSD would've been plenty for an OS only drive.
-Dang. With the kind of money you're looking to spend, you may as well have gone all SSD...
-That chassis is big, and will make your selection look unnaturally small inside it, giving it an empty look. That model is better suited for large custom liquid projects.
-Spending big on most of the internals of the PC, but the peripherals seem like an afterthought.
3/10.

Gaming + streaming + video/photo editing: 4/10. The 3900X makes more sense for that. Everything else pretty much stands.

Just looking to splurge a bit: 7/10. Points taken off because of the HDD, peripherals, and could've gone for an even beefier psu.

64GBs for video editing though? I could see that for photo editing 4K or other high res images...

I checked the product support page for the Anidees AI Crystal XL AR 3, and I don't see anywhere mentioning dual system support.
Off the top of my head, I know Phanteks' Enthoo Pro 2, Enthoo 719(formerly Enthoo Luxe 2), and Corsair 1000D, have dual system support, but whether they're available to you...

You also need a psu that can accommodate a dual system, and there aren't many that can do that; 2 in 1 systems are very niche. Phanteks has their Revolt X for that application.
Or you'll buy 2 psus, jerry-rig the 2nd outside the chassis, and get a little creative with the wiring so that you'll be able to turn them both on - that's beyond me.

Now that I know the purpose, I need to revise my scoring a little:
-Overkill cpu cooler. A 3900X isn't that power hungry under full load; even a 9700K can be pushed to draw more power than it.
=Motherboards should be more about their feature sets than anything else. If you know exactly what you need here, great! If not, it can be easy to overspend. Imma cut you some slack with this one and leave it neutral.
-64GBs of ram.
=500GB SSD would've been plenty for an OS only drive.
-Dang. With the kind of money you're looking to spend, you may as well have gone all SSD...
-Chassis doesn't natively support dual system builds.
-Psu doesn't support dual system builds either.
-Spending big on mostly the internals of the PC, but the peripherals seem like an afterthought.
4/10.

If I had to buy this system for myself I would probably go for something like this instead. 400 dollars for 64GB CL16 is crazy. CL18 at 240 dollars for 64GB will do the job.

Better PSU over the RM. RMX has better capacitors. Phanteks P600S case. SN750 SSD is better than crucial P1.

But Phaaze88 said that the PSU does not support dual system so you will have to take a look at which PSU does. The Phanteks P600S case does support dual system.

GG, this chassis does darn near everything, doesn't it? Well, it won't fix me a cup of coffee in the morning...
Plus, it's about 150USD?
I may have to get me one...

Every morning there is a hot coffee cup inside the case waiting for me. In all seriousness that case is such a good case. I had 2 HAF922 on my 2 last systems and I don't even know why I didn't buy a P600S before. I should have.
