Need opinions: The 4 core $900 overclockable 1440p ready build

While browsing through PCPP something crossed my mind... is it possible to have a great system that you can overclock and play games in 2k for under $1000?

obviously the i3-7350k came into my mind but... it's a two core cpu, despite it has hyperthreading games tend to favor physical cores, specially DX12/Vulkan titles

so i've come up with this:

Mind the fact that everything here will be brand new... no used parts.
I invite everyone to share their opinions and of course i would also like to post your own build :) but it must have 4 overclockable cores, a card that can handle games @ 1440p and everything MUST be brand new.

Cheapest "k" i5 i could find, also saw some benchmarks and funny enough performance was on par with the i3-7350k (stock speeds) this also shows the (subtle) IPC improvement intel has done over each gen, given a hyperthreaded 2 core processor performs equal to an older quad core

the only thing that kills (budget wise) a sandy bridge build in 2017 is finding a mobo as now the only (Z77) new ones cost over $150+ and even the used ones don't get much cheaper :/

Also, why is it that cpus made in "bigger" process nodes (sandy bridge 32nm for example) a larger amount of chips overclock better than a "smaller" manufacturing process? 'cause now you have to be somewhat lucky to get say, a skylake/kabylake chip (14nm) oc'd to 4.5+ Ghz without over 1.3 volts and a beefy AIO. is it beacuse the smaller the space between transistors the moar impurities affect the chip?
