Need pc that can run WoW on ultra settings

I am looking for a gaming desktop that can run World of Warcraft (Warlords of Draenor) on the highest - ultra - settings with no problems...and I really mean no problems please. Seeing how I will only be playing WoW (25 man raids, 40 man bgs) what do you guys suggest? Can anyone help me with a pre-built pc that can get ULTRA settings and run it easily for a budget around 650$ I know as of now I want a i5 4690k and a R9280X, but what else can I afford since im at around 450$ with those two things. list by priority what I need next that WoW runs heavily on.

with limit budget, you dont need k series cpu, since you will dont have enough budget to build the oc pc
so, 4460 is good for u, and you can upgrade your gpu up to 960 gaming 2G, it good for ultra wow setting already
