Need permission even though I'm an administrator?

I recently downloaded Google Chrome & Avast Antivirus program and now my laptop will not allow me to move files or add anything to my desktop as it says I need permission BUT I am listed as the administrator of my PC and only have 1 account. Please help.

Try uninstalling Chrome.

No change? Uninstall Avast.

Does that make the problem go away?
