I need graphic card to play GTA V,Pes 16/17 on medium to high? is it possible?

I would still say, look towards the gtx 1050 if possible. Just a few bucks more but much better performance all around. Also it will complete the build quite nicely. RX460 isnt bad but given a similar price range the 1050 outshines it in most games.
But you have atleast closed the gap to what i had suggested initially. Thats good.

As I said, you need more RAM for good frame rates for GTA5.

The Pentium G4560 is a pretty good budget CPU. I'd pair it with a 1050 Ti or an RX 470 gb card, depending on how much you can spend on everything. I'd also add another 4gb system ram so you have at least 8gb total. On the PSU, you need to make sure it meets the recommmended power level and has whichever pci-ex connectors you will need for whichever card you choose. With that CPU, 8gb ram, and a good videocard you should have a great experience with GTA V.

Without a GPU not much with good playability.

Also save up until you can get the 8GB at once.
 
You can play most games upto 2012 with a decent gpu like 1050/1050ti.rx470/rx480. For playing most games after 2012 you will however need more ram for smoother experience.
Remember, when you are playing games, your pc also needs additional ram to keep running the pc. For eg, windows 7 64bit reserves around 2gb ram to keep the pc running at any given time. So if you have 4 gb ram, you technically have 2gb ram for doing anything on that pc.
 
well graphic card should be r7 250 2g ddr5
I dont understand how then some people are making reviews of games with this build and get normal playable games around 30-50 fps
and that is GTA V pes 16/17 umm and i think
 


Your original post stated you wanted medium-high settings.

With your budget and selection of the R7 250, you will have to lower your expectations. You should be able to run on low settings.
 
Well i m not extreme gamer or something i just need good enough components to run smoothly at 720p newer games
I thinks this should be able to do that,we"ll see

Well it seem like r7 250 will be good,but maybe I can look at Rx 460
