Need quiet combo of liquid cooling and case fans for roommate's sake

Hi y'all, I'm a college student and am moving into a dorm in a week. My current computer is loud as hell, and I'm worried it's going to drive my roommate crazy.

I was wondering what I can do to make my computer quieter. I currently use the Hyper Evo air cooler for my CPU and then two Sickleflow case fans, as well as the stock fan. It runs extremely loud no matter what I'm doing. Should I invest in a liquid cooler for my CPU and then just use the two sickleflow fans on a lower RPM? Would that keep the case cool enough while still remaining quiet?

AIO liquid coolers like that are not quiet, in fact, they are the exact opposite. Replacing your EVO with an H60 would not only increase fan noise by a large margin, but it would also likely increase your temps as well (the H60 is terrible).

How do you have all your fans hooked up? (Ie, 3 pin, 4 pin, or molex?) You should go into your BIOS and set the fans to a lower fan curve. That would help lower noise levels alot. If you have molex fans, those are likely the cause of your noise issues.

They are all connected via 4 pin. I have full control over all of them except one, which might be connected via molex. I never turned them down because I feared the case would get too hot. Do you think the excess noise is just coming from the fans running unnecessarily high? Could I still keep the case cool if I turn them down significantly?

The Sickleflow fans aren't PWM, their speed is set through BIOS, even though they do have a 4 pin connector.
If you have a fan connected via Molex, it's probably running at full tilt, it needs to be connected to a normal fan header or replaced with one which can.

Unless you're running the CPU under a significant overclock the Hyper 212 is more than enough to cool it, and cool it quietly-my old i5 4690K ran on a 212 Plus and was silent at stock speeds-but check the CPU temperatures and fan speeds with something like HWinfo, just to be sure something isn't amiss here.

Try:
Put both sicklflow fans in the front for intake, connect them both to a single header using a 'Y' splitter and set them to about 50% to 75% speed-aim at about 1250RPM.
The third fan should be in exhaust, if possible hook it up to the second 3 pin motherboard header and set the speed as fast as sounds reasonable.

This seems to be out of vogue but I remember 1st gen WC had external LARGE radiators, those puppies should run quiet(er)?
