Any help would be appreciated! I haven't built my own computer in 10 years so trying to get back into the game.

Usage:
Oculus VR
Gaming (Bioshock/Dishonored/SC2/bunch of others)
Work
2 monitors/4K

Would like it to be super quiet! I don't intend on overclocking or anything. So with 4k monitors total budget will be around $3,000 probably.

Here's a survey I found in other threads.

Approximate Purchase Date: No preference.
Budget Range: $2,000
System Usage from Most to Least Important: Balanced - Gaming/database work
Are you buying a monitor: Yes
Parts to Upgrade: New
Do you need to buy OS: No
Please note that if you're using an OEM license of Windows, you will need a new one when buying a new motherboard.
Preferred Website(s) for Parts: No True preference though typically Amazon, Newegg
Location: Los Angeles
Parts Preferences: by brand: No preference.
Overclocking: No.
SLI or Crossfire: No pref.
Your Monitor Resolution: 4K
Additional Comments: Want it very quiet!
And Most Importantly, Why Are You Upgrading: Don't have any high performance computers currently. Have a small apartment so need an micro ATX build. Also have roommates so need to be quiet!

Solution
This is a bit of a challenge.
Gaming at 4K needs a gtx980. Maybe even two of them in SLI
The GPU(s) will not be quiet, and fitting in a MATX case is going to cause temperature problems, which will require more fans.... and even more noise.
