1. What is the best resolution I can play world of warcraft at with a single gtx 1050 2gb ( will be getting a new monitor soon and may consider sli gtx 1050).

2. What is a cheap 24" or bigger monitor for gaming ( would like 4k if it's doable at some point)

Running i5 2300, 16 gb ddr3 1600mhz ram,

You're not going to be running 4k or SLI on a GTX 1050. You only get the option for SLI at the GTX 1070 level and 4k is viable at roughly the same range, depending on game to game. If you're getting a 1050, I wouldn't get anything higher than a 1080p monitor.

I already have the gtx 1050. What is the best quality (budget minded) 24" or larger monitor for 1080p gaming?

If you shop around on Newegg or Amazon the lower end 1080p monitors pretty much all start in the $95-105 range for 24".
