I have a Sapphire R9 290 Tri-X OC.

My monitor at the moment is a Samsung CF396 27"

I am thinking about getting a Samsung CFG70 24"

I would like to give 144hz a shot at 24" i think 27" is overdoing it for 1920x1089.

MAIN QUESTION
Can my card push the 144hz @1920x1080? Usuing DVI-D?

Both of the FreeSync monitors you mentioned doesn't seem to have any DVI-D input ports. Your current 27" CF396 60Hz FreeSync monitor only has HDMI and VGA, while the 24" CFG70 144Hz FreeSync monitor you want to get has DisplayPort and 2x HDMI input ports.

To enable 144Hz on the 24" CFG70, you need to use DisplayPort. The HDMI inputs would only support up to 120Hz. (See page 42 of the CFG70's manual).

Will your R9 290 push 144 fps in that 144Hz monitor? That will depend on the game and your in-game graphics settings. Games like CS:GO, LoL, Dota 2, and the likes on max. settings - definitely 144+ fps. But, games like Fallout 4, GTA V, ROTR, Witcher 3, and the likes on max., definitely below 100 fps (probably 50-60fps or a bit lower).

I play LOL and CSGO GTAV mainly so if i were to play GTAV i would turn the refresh rate down?
 
If you play GTA V, just decrease some in-game graphics settings to a point you are within the variable refresh rate range of the Samsung CFG70 FreeSync monitor.
